According to the <em>El Pais editorial (Madrid editorial)</em>, this happened because they did not have a national strategy, and New York does not have a good hospital system, the same respirator is being used for two patients.  

According to the<em> Las Americas editorial</em>, the USA surpasses Italy first and then China, and the federal government sent 400 respirators to New York, when 30,000 are needed. So far, 40,000 retirees and medical students have volunteered to strengthen medical teams. The epidemic is expected to peak in two to three weeks.
