There should have been options to choose from for this question. I found the options elsewhere and the correct answer would be because Churchill had a better understanding of the situation with Hitler than Chamberlain did.

Churchill knew that diplomacy would not work with Hitler and the only way to reach a resolution was through military force and tactics.

He wanted to highlight the importance of human life and preserve it by eradicating the struggles of human destruction namely: the difficulty in poverty, oppression of the weak, suffering from diseases, and the chaos in war. He wanted to atleast mitigate these problems by ensuring the citizens of America and of the world in the active participation of his people during his administration.
