Pay for the soldiers was low and and could not be paid on time. The uncertanties of war and low pay for soldiers made it difficult to recruit for the Continental Army.

Headlines, like the one above, creates an emotional response from the reader and the attention grabbing would sell newspapers. People would view the Cubans as victims, the Spanish as evil and support the war effort against the Spanish.
