Answer:

The engraving shows the officer giving a clear instruction to fire. As well as the townsfolk scrambling away to safety. It's a clear sight that the British were obviously the ones to blame and that they had fired upon innocent men and women. Despite not being an accurate representation of what happened, the message was clear. And had the effect the illustrator wanted.
