Answer:

My response: The tenements that the lower class and poorer people were living in were very dangerous to live in. They were often very overcrowded and did not have the necessary materials a house should have. Many times the conditions of these tenements would lead to death or diseases within the inhabitants. It is as if the buildings/tenements were made without realizing people are going to be living in them.
