When the bombs were dropped on Hiroshima, it destroyed the entire city almost immediately, and killed thousands. So much damage was done that after the war, America came to help Japan rebuild. So C would be the answer.

Countries should give their priority to people's welfare, not on the maximization of armaments and research on military technology. The state should always uphold the rights of its constituents at all times.
