Herbert Clark Hoover was an American engineer, businessman and politician who served as the 31st President of the United States. During the Great Depression, he was defeated in a landslide election in 1932 by Franklin D. Roosevelt.

Hoover favoured efficiency, standardization, business and trade. He attributed the market crash to the lack of trust in the financial system. He wanted to avoid direct government intervention, and believed the best way to improve the economy was by strengthening businesses such as railroads and banks, which in turn would produce more jobs and money. He wanted to discourage people from relying on government help as he believed this would make them dependent.
