The first stage included the public ministry of Jesus in which He preached and worked miracles among the people. In the second stage, Jesus' emphasis in ministry shifted from working miracles to teaching in parables. He seemed to shift to parables as the opposition to his ministry from many of the Jewish religious leaders increased. The third stage included His special ministry of training the twelve disciples and occurred when many people rejected Jesus as the Messiah.

I have attached a document I found that details the questioning of Joshua Drake. I based my answer from this document.

Joshua Drake allows his children to work in the textile factories because of NECESSITY. 

Joshua Drake only works for 2 days. He has other means of income but these are not permanent nor are they enough to subsidize the needs of the family.

Everyone in the family needs to work in order for them to satisfy their most basic needs. That is why his children also work because what they earn goes to the family coffers. 

For Joshua Drake, it is preferable to work limited hours and earn lower wages compared to working longer hours but is not regularly employed.

An example was during World War II, Americans in the Pacific theater fighting against the Japanese brought Navajo speaking Native Americans to transmit data to other American forces. They did this because the Navajo language was completely unknown to the Japanese and weren't able to decipher the transmissions that they intercept.
