<u> President of United States Jimmy Carter, During first day of his office as a president fulfilled promise which he made during his election campaign by granting Pardon which were without any condition</u> to hundreds of Thousands of men who were evaded during the period of war against Vietnam by fleeing the country as well as by failing to register along with selective service boards.

Before President Carter issued this Pardon, The one's who already fled to Canada faced prison sentences in the situation where they chose to come back to United States. It is estimated that after this announcement, around 50,000 Americans who came under this draft chose to settle in Canada Permanently.
