The use of the word "hog-pen" suggests that he is ready to accommodate anyone who's willing to be on his side. After his whole place had been filled, he still wants people to be with him even though there seems to be no space left. Thus, these lines seems to imply that the politicians will do anything if it's going to give them some profit out of the situation. It shows their shamelessness.
