Two steps that could be taken to reduce water usage and promote conservation are:
1. Provide incentives to households or companies who have reduced their water usage over time.
2. Reducing the cost of water conservation and recycling technologies. 
These methods will be successful as companies and households can see reduced bills or other incentives if conservation methods are employed. Reducing the cost of conservation technologies ensures access to a wider section of the population. <span />
