I believe the order is: 

1.) The US forms SEATO

2.) Diem and JFK are assassinated

3.) 2 US Navy ships are attacked by Vietnamese torpedo boats

4.) Congress passes the Gulf of Tonkin Resolution

5.) Elections that could have reunified Vietnam are rejected

However, make sure to double check these, as I am not 100% sure about the last one. Albeit, I am almost positive that the other four are correct (in relation to the others, that is). Don't take my answer for fact, this is just a shove in the direction (or so I hope).

1955 --- The United States and its allies came together to form SEATO to fight communism.

The Southeast Asian Treaty Organization (SEATO) was a regional defense organization, in force from 1955 to 1977, consisting of Australia, France, New Zealand, Pakistan, the Philippines, Thailand, Great Britain and the United States. It was founded as part of the Collective Defense Treaty of Southeast Asia, in order to protect the region of the USSR and China.

1956 --- Elections that could have reunified Vietnam were rejected.

General Ngo Dinh Diem canceled the elections of 1956 before his foreseeable defeat against Lao Dong. The referendum for reunification was also not held as President Diem claimed that citizens of the North were not free to express themselves.

1963 --- Ngo Dinh Diem and John F. Kennedy were assassinated.

Both presidents were assassinated in November of 1963, Diem on 2 and Kennedy on the 22nd of that month.

1964 --- Vietnamese torpedo boats attacked two US naval ships in North Vietnam.

On August 4, the USS Maddox and its reinforcement, the USS Turner Joy, were attacked by North Vietnamese torpedo boats in the Gulf of Tonkin, which propelled the beginning of the direct action of the United States in the Vietnam War.

1964 --- The US Congress passed the Gulf of Tonkin resolution.

The Gulf of Tonkin Resolution was a law issued by the Congress of the United States of America on August 7, 1964, in which President Lyndon B. Johnson was authorized to act comprehensively against the Democratic Republic of Vietnam, whom he accused of aggression against US ships in the Gulf of Tonkin.
