J. Howard Edmondson was the governor of Oklahoma from 1959 to 1963 and he was also a United States Senator. Moreover, Edmondson was part of the Democratic Party. While he governed Oklahoma, he proposed several changes. One of them was the reform of the county commissioner system: <u>he intended to form a constitutional highway commission and to reduce the control that county commissioners had over gasoline tax revenues</u>.
