If I were a geologist in charge of the task of choosing three sites in the world where last generation volcano monitoring systems would be implemented, taking into account the short budget and the amount of experts I can use to supervise the operations are limited, I would go with three criteria; first, that the volcano has had some verifiable activity level in the recent 10 thousand years or that the instruments show it has activity; this would put us in a place with real activity, second, that is close to population centers; in order to use the monitoring system and make real calculations regarding the prevention of third parties, an third; thay must  have different or special characteristics to other volcanoes already studied.
