This question seems to be asking how to regulate the dignity, freedom and privacy of celebrities without getting in the way of journalism. This is an important topic since, as President of the SAPA, we would need to respect the work that paparazzi do as journalism, which is protected under the law, while also making sure we don't cross the line and we respect the celibrities' dignity, freedom and privacy.

The 5 things I would suggest would then be:

- Only take pictures of celebrities when they are doing official public appearances

- Forbid journalists to photograph any celebrity relative or have them hide their identity if the relatives are standing next to the celebrity

- Make a rule for journalists to stand at least 3 feet away from celebrities at all times

- Forbid that journalists take pictures of celebrities at their homes or hotel rooms.

- Forbid that journalists and paparazzis from chasing after celebrities in their cars to avoid inccidents like what happened with princess Diana.

·         Determine the grass-roots level of the problem
