Lawmakers focus on minimizing costs while maximizing the benefits when opting for new public policies. This way of thinking is also followed by many businessmen, but in many occasions it has brought problems because while minimizing cost, less quality materials and poor service are used and only a certain group of people is benefited. Likewise, the cost of repairing projects where low quality materials were used, usually is higher than what was saved.
