If you break down the word "neoclassical" the beginning "neo-" means new so it's meaning new classical. Also, the definition of neoclassical is ' artistic style of the Classical period characterized by elegance, form, and balance',  a timeless appeal based on balance and order and a return to the classicism of Greek and Rome.  Neoclassical itself is portrayed as a masterful style described by tastefulness, frame, and adjust. people of this movement would draw inspiration from the "classical" art and culture of classical antiquity. also, one last thing is that classical music is elegant and balanced.
