The events in Rwanda occurred in 1994 while President Clinton's term in office lasted from 1993 to 2001 so that he was viewed as the culprit for the deaths of several US soldiers on a 1993 mission in Somalia. He failed to stop massive deaths.

In the summer of 1994, even between 500,000 and one million Rwandans were killed by their own countrymen.
