Cell theory refers to the universally accepted scientific theory, which states that all the living species comprises of cells, they are the fundamental organizational and structural unit of all the species and that all the cells originate from the pre-existing cells.  

In the given case, it is clearly evident that both the seeds and the mature plant comprise of cells. The living cells present within the seeds proliferate to produce the new cells of the plants.
