Arrythmia is a heart disease where there is an irregular or abnormal rhythm in heartbeat. Thus, the heart may not be able to pump enough blood to the body. The appointment should be with a cardiologist, a doctor that studies the heart. Julie, a consumer, is having difficulty understanding the information her agent, Victor, is presenting at her in-home appointmen
Blizzard [7]

Answer:

No

Explanation:

In this specific scenario, Victor has not been compliant and has violated the call guidelines set forth by the CMS permissions. This is because he contacted Julie's cousin without first obtaining his consent. Since the email is his private information it is a violation to simply accept the email address and contact the recipient. In order to be compliant Victor should have declined the request from Julie until Julie talks to her cousin and the cousin provides permission.
