The purpose of the underline phrase in the excerpt is to show that that the consequences of violence in Honduras and drug demand in the US still exist and are continuous.

The verb "fueling" is in the present continuous, showing that the violence and the drug demand are occuring right now.

The answer is B.  In order to stop the continuing growth of involvement of children and all that happens in these Drug Wars, some important facts must be understood: The complex root causes of violence in Honduras that <em>is</em> <em>being fuelled</em> by the demand for illegal drugs in the United States. These<em> are</em> <em>taking place now</em> and must be addressed.

Hellen Keller was born in 1880. She was an American writer and lecturer. She was deaf and blind. Hellen was educated by Anne Mansfield Sullivan,  the one who taught her to communicate by using sings. She became a famous author and the first blind-deaf person to have a college degree and such amount of prizes and recognition. She died at the age of 88 in 1968.
