The Natural Resources Department in the state should first evaluate the overall impact of such measure on the state's coal infrastructure in order to properly advice and inform to the state's attorney general and the governor.

The state's attorney general would be then responsible of representing the states' interests, overseeing the legal actions and governmental operations accordingly.

And the Governor, having control over the state's budget, should determine based on the attorney general's and NRD's information and the state's convenience, if execute, sign or veto any bill, operation or case compromising the states' interests.
