The federeal grants of land were gifts which involved real state properties and were made by the US goverment to certain recipients. During the 19th century, most of such concessions aimed to favour the development of the railroad system.

Grants-in-aid constitute sums of money delivered by the central goverment for conducting a specific project. Money can be delivered to a state or local goverment, and also to individuals. It is not a loan hence it does not require repayment but the money needs to be spent according to predefined guidelines.

The reason for the generalization of the grants-in-aid model along the 20th century, was to enhance the degree of control of the productivity of such public investments. This format allowed to know in detail how the public assest (money) would be used rather than making concessions and waiting for the results, giving total freedom to the recipients but without any guarantee of his performance.

J. Howard Edmondson was the governor of Oklahoma from 1959 to 1963 and he was also a United States Senator. Moreover, Edmondson was part of the Democratic Party. While he governed Oklahoma, he proposed several changes. One of them was the reform of the county commissioner system: <u>he intended to form a constitutional highway commission and to reduce the control that county commissioners had over gasoline tax revenues</u>. In other words, he sought to reduce the power of county commissioners  and to give more responsibilities to the State Highway Commission when it came to controlling funds.

The colonial north was settled by religious separatists. They were hoping to create a new community so whole families came to the New England colonies. Most were middle to upper class citizens and were education especially in the Bible.

The colonial south was settled by investors, single men who were looking for work, and government officials. The colonies were economic companies with many indentured servants. Eventually the southern colonies also included black slaves for the labor source. To create stable settlements, young women and families were brought to the colonies.
