Napoleon's character functions as a representative of Soviet leaders, who claimed to be working for the people, but employed threats and intimidation to maintain themselves in control of the country.

The excerpt shows one of the moments in which an unfair decision is made. The animals can feel their rights haven't been respected, their opinions haven't and will not be heard. However, they are not as intelligent and do not have as much knowledge and understanding as the pigs, so they are incapable of arguing. Still, there are four pigs that disapprove of the new decision and vocalize their worries. This is a conflict between them and the leader Napoleon. But Napoleon uses his dogs to control them through fear.
