Radical  Reconstruction illustrated the conflict between contract and compact political theory because it revolved around the relationships that should exist between states and the federal government. Contract theory establishes the primacy of the  social contract constructed between human beings. The best example of a social contract is the U.S. Constitution, which provides specific guidelines regarding the relationship between states and the federal government.  Compact theory argues that the federal government emerges from the states. In any conflict, the states would be the final arbiter of the outcome. This debate was at the center of discussions regarding the amount of control the federal government could assert in relationship to restoring the Confederate states to the union, drafting and passage of  the 13th, 14th and 15th Amendments, and asserting federal control over the former Confederate states.
