I believe the two options to be:

  • Snowball is used as a scapegoat;
  • Napoleon talks to the animals through Squealer.

A scapegoat is someone who is blamed by having done something bad, even though they are innocent. The pigs, after getting rid of the humans, take over the farm along with the other animals. The pigs, however, are the smartest animals and, therefore, take the power to themselves. Snowball really has in mind the best interest of all the animals, but Napoleon gets greedy after having a taste of power. He gets rid of Snowball and blames him with his own faults.

Squealer is the pig that has a golden tongue: he knows what to say and how to say it in order to convince the animals of anything Napoleon wants. He's the spokesman of the animal government, whose job is to make the animals believe the ones who govern still care about them and their well-being.

Animal Farm, by George Orwell, is a representation of Russia under the ruling of Stalin.
