Assuming that I have the control and administration of all the planning process of a new community, I´ll start first with an important capacitation and follow-ups to all the population, this way regulating the births of newborn babies, in some point limit the maximum number of children up to two per family (in China for the extremely high population, there are rules similar to this one), this measure, will help enormously the environment carrying capacity, since it is not a secret that the global resources are not being enough for the increasing world population.

Besides this, start to make ¨smart buildings¨, a high quantity of apartments per building, the features and dimensions of each apartment depending on the floor, this way having different features for couples or big families, placing the minimum of people per apartment of two, and maximum of 6, this will help to avoid the classical ¨household¨ design of the common neighborhood, where normally a family lives per property, this measure will help to have a more organized and distributed population across the city, taking maximum advantage of each part of the territory for residential and business purposes so definitely will help for the city´s governmental capacity

These two as only the first ones will have an impact in both scenarios, the city's governmental capacity, and the environment's carrying capacity, so we can say it would be a complete city planning.
