The fragmented timeframe is evident in how the narrator goes back and forth across his childhood and adulthood, and how he perceives things differently at each stage.  This is an opinionated question, they are asking you, but I guess I can help. If I was a government leader, one step I would do is to stop allowing individuals to travel back to our country from theirs until the disease is eliminated. Travel is a horrible way of spreading diseases individuals have never been exposed to. Also, they need pesticides. The reason the African people die so much is because they don't want the help of modern medicine, which is ignorant. I understand they want to be primitive and respectful of their ancestors, but they need help if they want to eliminate the Malaria disease for good.
