A list should be introduced with a colon when the list is preceded by a complete thought. A complete thought refers to a dependent clause, that is a complete sentense which contains a subject and a verb and conveys a complete notion.

A colon is implemented in order to introduce an  item or a list containing a series of items; and it is usually preceded by a complete thought.
