Explanation:

If we consider 1 NADH is equivalent to 3 ATP and 1 FADH2 is equivalent to 2 ATP then in glycolysis  (2ATP + 2 NADH) 8 ATP are produced and in conversion of pyruvate to acetyl CoA  (2NADH)  6ATP are produced.  

Citrate is produced when acetyl CoA reacts with oxaloacetate during which no ATP is produced. So before citrate production, 14 ATP is produced. So when the citric cycle is interrupted at this stage than 24 ATP which should be produced in the citric acid cycle will not be produced and the amount of ATP would be reduced from a total of 38 ATP to 14.
