Answers to #1:

Raphael Lemkin's definition of genocide was not accepted until after the Holocaust.

Raphael Lemkin had been studying the problem of mass killings of a people group since the 1920s, in regard to Turkish slaughter of Armenians in 1915.  He coined the term "genocide" in 1944, in reference then also to the Holocaust.  The term uses Greek language roots and means "killing of a race" of people.  Lemkin served as an advisor to Justice Robert Jackson, the lead prosecutor at the Nuremberg trials.  "Crimes against humanity" was the charge used at the Nuremberg trials, since no international legal definition of "genocide" had yet been accepted.  Ultimately, Lemkin was able to persuade the United Nations to accept the definition of genocide and codify it into international law.  In December, 1948, the United Nations adopted the Convention on the Prevention and Punishment of the Crime of Genocide, which made use of a number of Lemkin's ideas on the subject.

#2:   For item #2, you didn't ask a question, so I won't attempt to guess at what question you might have in mind.  The definition as you quote it comes from Article II of the UN's Genocide Convention.  Article III also indicts intention and conspiracy to commit genocide as crimes against international law.  Article IV of that same Convention then puts teeth into the UN's action, saying, "Persons committing genocide or any of the other acts enumerated in article III shall be punished, whether they are constitutionally responsible rulers, public officials or private individuals."

Maximilien François Marie Isidore de Robespierre (French: [mak.si.mi.ljɛ̃ fʁɑ̃.swa ma.ʁi i.zi.dɔʁ də ʁɔ.bɛs.pjɛʁ]; 6 May 1758 – 28 July 1794) was a French lawyer and politician. He was one of the best-known and most influential figures associated with the French Revolution and the Reign of Terror.

As a member of the Estates-General, the Constituent Assembly and the Jacobin Club, Robespierre was an outspoken advocate for the poor and for democratic institutions. He campaigned for universal male suffrage in France, price controls on basic food commodities and the abolition of slavery in the French colonies. But although he was an ardent opponent of the death penalty, he played an important role in arranging the execution of King Louis XVI, which led to the establishment of a French Republic.

railroads must clearly publish and honor posted schedules and fees

Explanation:

During the late 1800s, railway companies were shortchanging their customers by hiking the prices of tickets to only some customers and as a result, the Interstate Commerce Act was passed in 1887 to stop this anomaly.

This Act was meant to ensure fairness in prices and regulate the excesses of the rail officials by requiring them to publish and honor posted schedules and fees.

A fundamental principle of a republican form of government is that
Aleksandr-060686 [28]

Answer:

The fundamental principle of a Republic form of government is the separation of different government bodies and the limits of power on the head of State.

Explanation:

In effect, this means that the government and the country are 'public matters' and not the affair of a few unelected head of States.

The basic idea is to give power back to the people and ensure that the country is run by the many and not the few.

The ideals of Republican government are not new and have existed in some form since the ancient Roman Republics.

Today, most countries describe themselves as Republics, though, it is a matter of dispute if they are truly are one.
