A negative sanction rewards a particular kind of behavior can take may forms, but one of the most popular throughout history is the "tariff" which places restrictions on what can be imported from other countries.

Every country or region has its local norms/wisdom. In an area, someone who burps after eating is considered polite because they are considered satisfied with the dish being served. Whereas in other areas, belching is considered squalid or disrespectful, he/she must apologize when suddenly belching. Based on one such example, the man should uphold the sky where he rests.
