When Hobbes uses the term legislative power, he is referring to the people. Hobbes believes that the power lies in the people and that he they are responsible for making laws.
Locke refers to the House of Lords and House of Commons as the Legislative.
The single Person or Prince refers to the leader of the government or a King.
