Answer:

The Fifth Amendment is "No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, except in cases arising in the land or naval forces, or in the militia, when in actual service in time of war or public danger"  

So basically that means you will not be deprived of life, liberty, or property without the process of law.  

Or simplified even more You do not have to move if the law does not require that you have to, the passage never did say that the government is making them move but if the passage said that the law required them to move well than they have to and they have no choice but it doesn't say that so instead they can refuse the governments offer of new houses and stay where they are currently living.
