Martin Luther king Jr. understood the role that the mind plays in our action, hence there is a way to work on the mind of the people.

In order to do this, he had to show them a reason for them to fight for the good cause of saving themselves from the injustice of the time by "inspiring" them with the repetition of those words.

Also, here is a message to the authority on how serious the situation at hand is, hence, the need for the request (demand of an action) to be reiterated so that the authority will know how ready they are for a change.

Furthermore, as ensuring the readiness of the people sometimes have to do with the rousing of emotions, and the more the word to act is repeated, the more the people become emotional to the atrocities committed by the authority of the time.

Lastly, King tried to explain racial treatment meted on the people of color as being inappropriate with the word "we can never be satisfied". This shows that the treatment they are being exposed to at the time, is not the best a human could get, hence the repetition of the word.
