The correct answer is the following.

We are referring to the ideas of Anti-federalist paper, number 84. Written under the name of “Brutus”, the paper ask the people not to support the proposed Constitution. Brutus wrote 16 essays that appeared in the “Weekly Register” and the New York Journal from 1787 to 1788.

Congressmen Steve King’s response to Brutus on natural rights is that he supports them. But there lies his contradiction. In one way he says he supports the rights of individuals and the rights of the states. But on the other way, he truly does not believe in individualism. That is why he does not have a good argument to present. Brutus, instead, supports the idea that humans are free and have natural rights.

Steve King claims to stand for "individual and States rights " . But he actually stands against individualism. In other words , he doesn't have a "proper " argument against the Brutus statements.
