During the debates over the ratification of the newly proposed U.S. Constitution, two political parties emerged: the Federalists who endorsed the new Constitution and the Anti-Federalist who wanted to modify it. The Anti-Federalists mainly opposed to the document because they believed that it gave too much power to the central government and it did not specifically protect people's rights; so they championed the creation of  Bill of Rights that guaranteed the protection of individual liberties, such as freedom of expression, a right to have a fair trial, right to have reserved powers, among others.

In the end, they accomplished to include the Bill in the Constitution, which consists of the first 10 amendments to the Constitution that exists nowadays.
