I would say A: impassioned because he's being optimistic in that sentence and does not acknowledge the down side of it all. It is not informal because nothing given in this sentence provides facts. I'm not particularly sure about it being ironic because I haven't read the book myself, I just know that the following sentence above does not fit B, C, or D.
