If a potato is allowed to dehydrate by sitting in open air, would the potato cells be more likely to absorb more water or less?

No, the potato would dehydrate until it had nothing left in the flesh, only the cells from the shell.All the water in the cells would evaporate and the potato couldn't recover from such a big lack of water. (That is a picture which shows how dehydratated vegetables look like.)
