What design flaw in the ballot shown in Section I could lead to voter confusion? Suggest a possible improvement.

The main problem with this ballot is that the alignment of the yes/no arrows is confusing in some portions. The ballot, therefore, could be unclear for some electors. Ballots should be designed in a way that minimizes confusion. They should make it easier for the elector to express his opinion. If this does not happen, then the ballot most likely needs to be revised.

William A Van Nortwick Jr Yes and No choices are cut off not enabling the voters to vote for or against them positively. A ballot should unequivocally have all the candidates names and the possible vote indication clearly shown so all the voters can vote on all the candidates available.

This was a Russian short story entitled The Bet. It was about which is a better punishment, death penalty or solitary confinement. 

The lawyer was against the death penalty and favored life imprisonment.  The banker thought the other way around.  To settle it they both bet for 2 million rubles if the lawyer would stand confinement for 15 years.  If not, the banker wins the bet. 

Based on the story the answer is false because he bet on one of the options.
