3.  People who are not considered in Labor Force:

Those who belong to any institution like mental hospitals, jails, old age home, or who are on military duty are not considered as employees.

People those who are not looking for works like who are retired, are homemakers, and students are also not included in labor force.

Discouraged workers are also not included in labor force.  

Or, those who could not search for jobs in the last four weeks because for health problems, or they had schools, etc are not counted either.

4. Causes and effects of Unemployment:

Causes:

Unemployment occurs usually when economy of a country slows down.

Competition among companies of particular type also causes unemployment.

Advancement in technology is also one of the reasons for unemployment, as it cuts off the tasks of the workers and replaces their tasks with machines.  

Job outsourcing also causes unemployment in any country.  

Effects:

Economical conditions of the individual and his family is effected.

Consumer Spending is effected. When unemployment rate increases from 5-6% it affects the economy of the country. When there will be higher rate of unemployment, people will have less amount of money to spend on buying goods, which affects consumer spending.
