I've attached an image of an 1854 cartoon published in the French magazine,  <em>Le Charivari.  </em> I suspect it's the cartoon your question has in mind.  The Russian Empire, personified in the cartoon by an image of Tsar Nicholas I, is pictured as Goliath.  A generic Turkish figure (as David) represents the much smaller Turkish Empire.  

The European powers in general had feared a war with Russia, thinking the gigantic Russian Empire could ultimately outdo any other power.  But the Crimean War showed that the Russian Empire was not as formidable as had been thought.  The Turks, along with allied forces from France, Britain, and Sardinia, were able to defeat the Russians.

During the trade expansion, industries were developed and they also flourished. Some of the industries that were greatly impacted are the shipping (because these were the point were goods came from other countries), manufacturing and banking (the growth of banking houses). There was increase in wealth as people made money from the trade.

During the crusades, the church was growing in political power through their militaristism actions. This made people to start doubting the spiritual state of the church. Also, as diseases broke out, the church could not profer solutions to the problems. This led to people "losing faith in the church". At this time too, there was new experiences and ideas people learnt.

Of course, with the rudimentary technology of the era, falsification of ID documents would have been relatively easier than it is today. However IDs and voter registration would have presented an additional obstacle to border ruffians.

The violence would only have been stopped by the concourse of a national guard, a state police and civil deputies from the state protecting voter, voting locations and the transportation of ballots.
