Identify whether the following actions of Alexander II were liberal or conservative.

Liberal policies look for equality in opportunities for everyone and for the exercise of rights. Also, according to liberals, government needs to be involved in education, protection and health service. Alexander II liberal actions are options 1 and 2 because he promoted equal conditions for the serfs and the right of freedom of speech.  

Conservatives policies think the government does not have to take part in the market, education, protection or health service because each person has to work to get these benefits by its own work. Also, the government intends to control local government decisions to test social projects and to find out how expensive they are. In addition, conservatives are more religious than liberals, and normally do not accept sexual differences. Thus, Alexander II conservative actions are options 3 and 4, because they wanted to make serfs work for access to land and they granted the power to overrule local government decisions.

In Digest, along with the concept of law (jus), the traditional concept of "justice" (justitia) is used, but it is interpreted as "justice" in the spirit of Christian morality. In Jefferson's interpretation of the problems of social equality of people, their inalienable rights to life and freedom, one can see the influence of Locke's ideas of bourgeois liberalism.
