It would lead an anarchy (a government without order) because there would be no president to or constitution to set laws in place.

Without a government, people would have no laws to guide them on what's right and what's wrong. The world would then go to a more apocalypse type world, where people would steal and murder other people because there would be nothing stopping them/ no laws to go by.
