This means that it consists of only one independent clause - meaning there is only one finite verb in the sentence. In this case, the verb is <em>rule.

For example let's say someone looks bad, in person you would probably just ignore it but online a person would say you look bad or clean yourself up. That would make someone feel bad about themself, or they would believe you. If you ignored it online they would feel better that your not beating them up for it. The concept is to only say online what you would say in person.
