The Articles of Confederation did not establish a tax base off the Colonies, the only other way that the Government could pay any kind of debt, such as international lending of money from the frech, was asking the states for money, which indeed happened from time to time.

No the Articles of Confederation stated that the national legislature couldn't not ask the states/former colonies for taxes/ money

Elijah Muhammad encouraged blacks to leave the Christian religion which, he explained, was a tool used by whites to oppress blacks. The teachings of Elijah Muhammad emphasized black nationalism and a self-sufficient economy. Both local mosques and individual members were encouraged to open their own businesses. The organization he led owned land and businesses, and had schools for children and adults.

In 1942 he was imprisoned for fomenting military insubordination among blacks. Upon his release in 1946 the Nation of Islam grew rapidly, especially in the sixties, when it survived a break between Muhammad and his disciple Malcolm X. Muhammad advocated an exclusive state for black Muslims.
