A city dominated by blacks had series of racial violence with a rising death toll on its record. In April 19, 1995, there was a bomb explosion carried out by Timothy McVeigh outside the Alfred P. Murrah Federal building. About 168 people lost their lives in this attack.

Latin Americans resented this unilateral claim of authority, and in 1907 the Drago Doctrine was incorporated into international law. Coined by the Argentinian Luis Drago, it prohibited armed interventions of any county to any country to collect debts.
