</span>This is because of the countable rule: Lesser is used for the things you don't count while fewer is used for the things you count.
Other examples:
fewer potatoes for the salad          less potato salad

So, the answer should be fewer.

I believe the answer should be few because there are not many students from other countries in universities and fewer and less students would both mean basically the same thing and would be comparing the amount of foreign students to another category which it does NOT mention.

i did not make for 100% sure this is correct but it seems that people are not liking the other answer and this makes the most sense to me hope it is helpful.

In formal language colloquialisms are usually not used, a colloquialism is a word normally used in spoken English, therefore, more terrifying, frightening or concerning would not be proper answers.

Meaning of suspenseful: Something that causes nervousness or excitement is going to happen or its result in uncertain.

The Victorian Era was known as the period where Queen Victoria ruled England. It lasted 68 years, as Queen Victoria assumed the role in 1837 until 1901. It is the longest reign that a British monarch has had.

This period was known for having a hierarchy based social order. As Queen Victoria wanted to regain some of the lost respect the public had towards the Kingdom, society started to benefit those with "noble titles", which were granted by the Queen to a selected number of individuals. This produced a pronounced form of classism an among British society, as middle-class citizens often lost their jobs to people with a certain relation to those who had honorific titles. It was an era of high expectations, as people often were prejudices towards others due to their background.
