The speaker of "I shall not care" expresses vengefulness.

Concern means that somebody cares. While longing demonstrates interests, therefore both of this words involve caring. Finally, there is no violence in that statement. However, vengefulness is the answer, because the lack of care demonstrates one's indifference to a situation even if the outcome is negative.
