As a federalists, one who believed in a strong federal (central government), Hamilton was in favor of getting rid of the old constitution (the Articles of Confederation) and implementing a new one. Based on the excerpt, you can see that Hamilton is confident that the new constitution developed will protect individuals, as it states that the "people surrender nothing" and "retain everything." In these phrases he is referring to the fact that the federal government will not take away of the individual liberties promised to American citizens.
